Shore Construction acts as principal contractor on higher-risk buildings, managing Gateway 2 and 3 processes, golden thread obligations, and mandatory occurrence reporting.

Our Compliance division oversees all aspects of compliance and risk management at The Shore Group. Operating as an expert service for our clients and underpinning internal compliance and risk management, the Compliance division is a driving force within the Group. Our Compliance division ensures adherence to Building Safety Act, HMRC and Home Office regulations across our supply chain.
The Compliance division manages compliance with HMRC and Home Office legislation and regulations throughout our supply chain. The team also manages our certifications and accreditations to continually strengthen our compliance standards and ensure we remain ahead of the legislation.

MANAGING CRITICAL RISKS
The Compliance Division manages critical risks throughout the supply chain, playing an important role in legal and regulatory compliance, health and safety, and supply chain financial stability. Our approach to risk management is an integral part of our strategic partnerships with clients and provides the strong foundations for our continual innovation.
OUR APPROACH TO THE BUILDING SAFETY ACT
As Principal Contractor on higher-risk building projects, Shore fulfils its statutory dutyholder obligations in full, including preparation and maintenance of the Construction Phase Plan in a form that satisfies Gateway 2 and Gateway 3 requirements.
We engage clients on Golden Thread platform selection during the preconstruction phase, before Gateway 2 submission — ensuring the information infrastructure required to support the building's safety case is established before construction starts.
Site-level quality and inspection processes are structured to capture and maintain the evidence base underpinning the Golden Thread, providing clients and the Building Safety Regulator with a consistent, auditable record of construction phase decisions and compliance milestones.
Our SHE and delivery teams are trained in their dutyholder responsibilities, and we work closely with the Principal Designer and Accountable Person to ensure information flows correctly across all parties throughout the project lifecycle.
OUR COMPLIANCE SYSTEM
We’ve built our compliance strategy into our business process and systems. This end-to-end approach ensures core risks are continually managed and communicated with clients. Our latest addition to worker compliance checks means all worker documentation is available for you to see via The Shore Group Portal in real-time, giving you more visibility and compliance control than ever before.The Compliance team sits at the heart of the business and works directly with our contractors and with all teams in the business. Our team focuses on four key areas of risk; health and safety, worker compliance, supply chain and clients stability.
With workers and operatives, our checks include proof of ID, proof of right to work, worker tax status and skills card checks. In theory these should be fairly straight-forward however we see frequent attempts to circumvent these with false documentation. The level can be as high as 15% failing the documentation checks in any given week.
These can be highly sophisticated digital forgeries which is why we utilize specialised identity document validation checking services as part of our processes. Bearing in mind we’re helping manage risks including modern slavery and illegal working it is imperative that we complete the checks.
